It is nearly always the case, that in the St Cyrus area, stalactitic agates contain some portion of quartz. In this exceptional specimen, you can see that the base which is mainly comprised of quartz, has caused the stalactites and associated fortifications, to "drip" over the quartz crystal creating a strange, liquid-like effect. The smaller areas of blue are actually the dark mossy inclusions behind the banding. This stone was found in wet weather, while the tide was high and on the ebb, which in areas with extensive banks of shingle, can be one of the best times to search.
